Since 2007, ASEAN has been working on the development of an ASEAN convention on trafficking in persons with a view to achieve a regionally agreeable framework on collaboration among ASEAN Member States (AMS) on—among others—investigation and prosecution of trafficking in persons cases, as well as on providing assistance to the victims for their safe return, rehabilitation and reintegration into their respective societies.
On 21 November 2015, in conjunction with the 27th ASEAN Summit in Kuala Lumpur, the ASEAN Leader signed the ASEAN Declaration Against Trafficking in Persons, Especially Women and Children (ACTIP), and looks forward to the implementation of the ASEAN Plan of Action against Trafficking in Persons, Especially Women and Children (APA). The Convention establishes a legal framework for the region to effectively address the issue of trafficking in persons. The ACTIP's objectives, among others, are to effectively prevent and combat trafficking in persons, especially women and children; protect and assist human trafficking victims with full respect for their human rights; and promote cooperation among the relevant parties.
The activity shall be a two-day consultation consisting of interactive discussions in plenary sessions and joint planning session among representatives of the AICHR, SOMTC and relevant ASEAN Bodies (e.g. ACWC, ACMW, SOMSWD, ACDM, AHA Center). The meeting will also invite relevant government agencies from ASEAN Member States and other international organizations.
